I'm not sure if this is a bug or not—I did not have any muster points this turn. Maybe this is supposed to be like this? I admit that mustering and anything to do with troops is still hard for me to comprehend, but I was getting 2 points each turn and it's odd I didn't get any this time around.

I was able to occupy land and raise my court level.
