The ability for a smith, tailor, tinker, fletcher.. etc. to move the aspects of one armor or weapon to a blank one of equal type.
for example you like using a halbard. witch is classified as an axe. but you have an enchanted two handed axe. you'd hand these to a black smith who could, at the cost of the enchanted item, move the enchantments. the only requirement i'd think neccessary would be GM smithing, tailoring, fletching, tinkering..
so to summerize:
A GM armor or weapon crafter would have the ability to move enchantments from one object of a type toanother of the same type.
Leather helmet to leather helmet, medium chest to mediumchest , heavy leggings to heavy leggings, one hand sword to one hand sword, two hand sword to two hand sword. you get the idea.
i believe this will add value to the crafts and still keep reasons to hunt for magic equipment.
