As requested by Lara, a system to send messages such as player logins, online counts, etc to a Discord webhook bot.

Ideally I'd like to have the MOTD spam the discord channel (a specific channel such as the looking for RP) before events and when new events are added.

In addition to the player logins, both existing and new players ...

I'd like when a help page was spammed to the #staff-attention channel.
