 Chopped logs for near 4 hours ( sitting at my desk not afk-but not fully watching  ) and didn't  gain a single .1 for the skill lumberjacking at all.
 
It is unlocked-

Tested skill goes up albeit slowly
Milling logs into wood gains skill faster than simply chopping.

As long as there is a zero skill method to raising skill then I dont see a need to fix, I'll update the lumberjacking wiki page.
