Farming does not check pack weight when you attempt to gather crops. 

Mining does a check where if your pack is full you receive a message that the ore is dropped on the ground. Farming still indicates that you successfully farmed the crop, takes the resources, and appears to discard them.

I haven't experienced this. If I'm farming and my pack is too heavy, it drops the harvested crops at your feet, without the message. Some crops are harder to see than others, because the planted crops block your vision unless you ctrl+shift to bring up their labels.
