That's a great idea, and it actually exists to a certain degree!
While armor can't be changed (to remove a cheat/exploit of people just wearing 17 pairs of gauntlets on every layer), clothing does have the option for maximum customization! Single click a clothing item in your pack, and it should give the option to Raise Layer, Lower Layer, and Check Current Layer. With some fiddling, you can make a basic set of clothing look truly unique!
