This seems minor. But I am allowed to go up to court level 10, though it says I am only allowed a maximum of 9. Perhaps the intention is 10 and it just says 9?
Maybe I'm just reading it wrong?

Check the number of arable hexes you control. If you only currently control 9 arable hexes, it will say that your max is 9.

This can happen if say you were at 10 and controlled 10 arable hexes, but then lose one of your arable hexes. You still technically have a court level of 10, but it calculates your max as 9.

I did take Haverbron away from her team to give it to Rachel. I think I actually did that AFTER this, but I can't quite remember. We need to update the manual to explain this.

:If you lose a hex your court level will not go down. However, your maximum court level may show as being lower than your current court level. In such a case, you will need to regain hexes thereby raising your maximum court level back up.
