If you are flagged to an NPC, and attempt to switch footwear the message you receive is:

"You cannot change footwear while engaged in combat with another player"

It would cover both possible instances if it were:

"You cannot change footwear while engaged in combat."

The footwear check for any fast boots was not properly checking if your opponent was a player vs a mob. It now should only check when your opponent is a player.
