I started with 2/2 Agents and had both of them scout first turn , and recruited another...  this week i started with 5/5 agents.

By my math I should only have 3/3  Tongue

Can corroborate. I also started with 2/2, only put in one recruit order. We had 5/5 last turn, and now we have 9/9 and we did NOT recruit agents this turn. Our influence is 1.
