The Liang (cloth boots) say they require leather or hides, but if you have leather or hides (tried both) it says 'you do not have sufficient leather to make this item'.  It uses cloth.  (Not surprising given the name, but the gump and error message is still incorrect).

this might be an "art file" issue, and they should be fixed or disabled.

Tested:

This works with 10 cloth, and is equipable. But if you try to created with 10 leather it tells you that you do not have sufficiant leather.

Just remove the leather option on the gump and leave it cloth.
