In the bowcrafting menu it says I need ingots to make shafts (and bows etc).

I'm not seeing this issue. This sounds like maybe you need to re-download our custom files: this is a bug that has already been fixed per http://forums.sanctuaryshard.com/showthread.php?tid=172
