the NPC House imperium is getting only 1 muster point turn after turn.
this is the third turn that its gotten 1 not 3 muster points.
I can't check the fortification setting under admin because the map is throwing an error

This is a known error that mith thinks he just put in a fix for, I'm leaving it until we run end of turn a few more times.
