Disable bulk order deeds in the short term

Install all of them
Break up bod by kingdom vendor
Recruiting releases x number to the kingdom vendor
And any one can go and fill them.
As the bod are completed a point goes into a database

The new version of Serv UO has bulk order deeds for many many more crafts then it use to. We can ask Lyrrin to get the code moved into our code base and get them working but not implemented. Then Mith can implement BODs as it relates to RPCSS.
