To give the ability to have contests of skill and all no matter which map. Or a duel command maybe?

Due to the need to be in the arena and have an arena controller, it was mentioned by Lyrrin that maybe she could remove the need to be in an arena from the script. Un-archiving.

This is back on the table because the I wish to Duel doesn't work.
So lets make this a simply command that can turn on the ability to PvP in places it's normally restricted for, but have it turn off when someone logs out.
