I have only seen them on Summer Isle, mostly around the arena, but currently you can pay them their requested amount, then release them. When released they drop their bag which so far has never had less gold than I paid them.
In this case, I paid Migon the paladin 13 gold. Then I used the command Migon release at which point he dropped his pack and I acquired 72 gold. I was able to profit 59 gold.
