To clarify, I've sailed on boats, they work in a semi-functional capacity.
And available to buy from all provisioners on Cuivenen, and 1 in the Underhill. There are also several "ship captains" located in Cuivenen who sell them. I sailed from Cuivenen to the volcano island not too long ago, but you're right, they're not deployable on Summer Isle or Underhill, just Cuivenen.
